Conforming Work

In the context of historic preservation in Los Angeles, “conforming work” describes changes done to a structure or site that conform to a preservation plan and in turn, to the Secretary of the Interior’s Standards for Historic Places.

Discretionary Projects
(COAs and CCMPs)

Some major conforming work on historic properties in Los Angeles Historic Preservation Overlay Zones (HPOZs) receive a discretionary review process. 
 
There are two main types of discretionary review in HPOZs:

1.) Certificate of Appropriateness (COA):

For second-story additions, large rear additions (>20% of existing), changes to street visible architectural features, demolitions of contributing features, and other types of projects.

2.) Certificate of Compatibility (CCMP):

Infill development, demolitions of non-contributing features, and other types of projects.

Code Enforcement Resolution
(Orders to Comply and Substandard Orders)

Most exterior-visible changes on historically designated properties require work approvals and permit clearances prior to the start of work. 
 
Failure to obtain approvals, inspections, and clearances for any building project (HPOZ or otherwise) can result in penalties and orders to comply.
